The key point
The rural vegetation map explains existing clearing categories. Development-related ecology requirements also need their own assessment.
What has been published?
The NSW Government published the Native Vegetation Regulatory map on 31 August 2026, ending the transitional mapping period for rural NSW. The announcement says the map does not create new clearing restrictions; it shows the existing categories and relevant pathways. [1]
Specific mapping arrangements remain in Bland and Temora shires while a threatened-species review is undertaken. The announcement also identifies notification changes for eligible self-assessable clearing. Confirm your category and any notice requirements with Local Land Services before acting. [1]
A rural map is only part of a development enquiry
For local development, separate Biodiversity Offsets Scheme requirements must be considered. NSW guidance identifies Biodiversity Values mapping and clearing-area thresholds, as well as a threatened species test of significance for local proposals below the thresholds. Being below a clearing threshold does not automatically finish the ecology enquiry. [2]
Subdivision assessment must also account for likely future clearing associated with the intended use of the resulting land. Looking only at a proposed house footprint can miss part of the picture. [2]
Prepare a useful ecology brief
Our suggested starting point is a plan that shows what you hope to change and what you want to retain. Include access, services and proposed earthworks so the planning and ecology conversations can consider the same project.
- Property address and lot details, plus any mapping already obtained.
- A concept showing buildings, access and areas of proposed disturbance.
- Existing ecology reports and council correspondence.
- Your preferred timing and any design options you are willing to explore.
Connect ecology with the rest of the project
FIDES can help establish the questions to be assessed and coordinate appropriate specialist ecology input. Early discussion can help you compare options before committing to detailed design, while keeping the civil works and construction requirements in view.
